The report of the first commission was written by Herbert in August 1857 with Nightingale’s help. Issued in January-Febr uary 1858, it called for sweeping reforms in the conduct of the army’s life and for the formation of four subcommissions for the implementation of the report’s recommendations. The four subcommissions were appointed in the same year. Foremost among them was the Barrack and Hospital Improvement Commission (called the Army Sanitary Commission from 1865 on); the three others dealt with the establishment of the Army Medical School, the organization of the Army Medical Department and army medical statistics.
