Pieces of legislation, such as the Elementary and Secondary Schools Act of 1965, the Child Nutrition Act of 1966, and the Carl D. Perkins Vocational and Technical Education Act of 1998 define policy, provide block grants to states for specific purposes, such as school lunch programs, then impose mandates and policy expectations on the states and school districts if they wish to receive this federal money.
