26 In their unique way the fishermen were small businessmen carrying a heavy capital investment, for the cost of boats, nets, casks and salt meant they were burdened with high overheads. Even a generous government bounty did little to ease their difficulties in those lean years when the fish failed to appear. To guard against this possibility many fishermen were also miners and/or husbandmen subsistence farmers grinding out a living on the edge of poverty. No wonder tithes were resented, leaving many villages far beyond the social control exerted by the Church of England, and producing a strong-mindedness (encouraged by Methodism) which had ramifications for electoral politics.
