Chapter 4 sketches the local electoral formations and agendas that have emerged to accommodate the three domains of policy in various ways. These local coalitions and their agendas go well beyond implementation of policy handed down from above and account for much of what national policies cannot explain. Here and in Chapter 5, I analyze how the protagonists of urban governance have drawn on infrastructures of political parties, metropolitan cooperation, local government, public-private relations and interest representation to bring about local, national and global variations in policy.

Assembled through a snowballing method, the respondents included parallel proportions of respondents from the most critical roles in civil society as well as from officialdom concerned with policy making about land use. Respondents also included a mix of people holding various political ideologies, suburban and urban residents and age cohorts (Jefferey M. D. , Yale University, 1994), Appendices.
