The five chapters within this section examine very different contexts within which these programs are being adopted and new practices developed. In chapter 7 Elisa Barbour and Michael Teitz draw our attention to the experiments with regional growth “blueprint” planning in California, exploring and assessing conditions that foster community consensus on growth and development in rapidly expanding communities.
