MS 5176 text belongs to 1563, for the following reasons. (1) It refers to a law for attendance at church made in the last Parliament; there was no such law in 1566, whereas the 1559 act of uniformity (1 Eliz. I c, 2, sect. 3) fits well. (2) The speech asks for supply but none was demanded in 1572. (3) The reference to the uncompleted accounts for expeditions of 1562-3 would have been nonsense in 1572. (4) There is no allusion in the speech to the Queen of Scots, the hot theme of 1572. i, fos. i), but it may well have been an 44 Proc.
151. An obscure difficulty. Buckingham's attainder (1521) had led to an inquest which found him seised of the lordship of Holderness; by the attainder and as a result of the office, the lordship reverted to the King who, thus seised, granted the stewardship to Sir Robert Constable. The act confirming the attainder declared all Buckingham's property forfeit, which appears to have been taken as rendering the office doubtful and as freeing the King (now seised under the act) to regrant the stewardship a few years 57 later to the earl of Northumberland.

The semi-public platform of a Parliament - in either House - offered a suitable stage for political argument and general debate, and the inclination to engage in such debate was much stimulated by the decisions taken in the 1530s which demanded from both Lords and Commons a deep involvement in the affairs of state and Church.
