If we take on board Stockwin’s view about power sustaining power, the next election is most important and interesting and could be the final turning point after 20 years of progression for the Japanese left. Finally, this volume is quite different from many others. It attempts to explain how the left has changed in Japan in the past 20 years. It looks at some of the key factors that have contributed to this change, and the DPJ is not analysed in comparison to the LDP as in Scheiner’s work. Rather it will endeavour to 16 Introduction explain the left and its progress and explain the changes that have happened and why.
This group particularly showed a drop in support for the LDP in June 1989 when JSP support was virtually equal to that of the LDP. This is no doubt due to the 1989 House of Councillors election in which the LDP did very badly as a result of the Recruit scandal and the JSP managed to ‘win’ (see Chapter 2). This election fuelled the electorate’s imagination and meant that politics became an exciting and interesting issue, even for younger members of the electorate. What is of more importance to the long-term assessment of how the electorate perceives politics, however, are the huge changes which this group expressed in terms of the party it supported from 1993 onwards.
First, as stated above, an ideological analysis has been carried out by Otake. 7 In contrast to this, the organisational methods of the opposition were confined to descriptions of connections with labour union strategies which the JSP and DSP used, and the Ko– meito– ’s evangelistic support network, the So–ka Gakkai (Hrebenar 2000: 167–207). The third reason for selecting the organisation of the party as the means of analysis is that, as stated above, we believe that the change in the Japanese political system during the 1990s and 2000s has been the most significant on the left.
