The ad was signed by ]. H. R. Cleaves, president of the Progressive Civic League, a black organization. The ad praised Scott so highly that Sanford was suspicious that it was a setup to turn off white voters. He was right. Later in the day, Cleaves disavowed the ad. Cleaves said that a white man had approached him about an ad. Cleaves, however, said he did not authorize the ad. Sanford, taking a page from his dresser-drawer notebook, went on the offensive. He wired newspapers and radio stations, saying fake ads had been spotted.

Edgar Hoover offering him a job in December 1941. He was assigned as a special agent to Columbus, Ohio, and St. Louis, where he enjoyed the life of a bachelor. When he later applied to join the Society of Former FBI Agents, he received a letter from one of his former colleagues. "My first impression was to blackball you on account of all the calls I had at our room in the Forrest Park Hotel after you left from female callers," the former agent wrote. "How you ever got out of St. " Although as an FBI agent he was exempt from military duty, Sanford decided to enlist.

We found our respective towns were not the center of the universe. We wanted to make North Carolina better. So many of us went to UNC with its liberalism and seeing the racial factors and this sort of thing. Our state lacked a good educational system. There was a small group of idealists. " Sanford sought to build what he called "a civic enterprise" base, something more than just a purely political base. He thought it important that people knew him, perhaps outside of politics, and trusted him.
