S. suffrage activists had access to newspapers, railways, and the telegraph, Swiss suffrage activists had radio, telephones, and automobiles, which eased the problems of communication and increased the diffusion of ideas between urban and rural areas. Thus, overall it is difficult to argue that modernization was a significant factor in the extension of the franchise to women. Switzerland industrialized relatively early compared to most European countries but was the last to adopt woman suffrage.
The United States is normally described as competitive and pluralist, while Switzerland’s decision-making is based on consensus (Steiner 1974; Steiner and Dorff 1980). Kriesi (1995) argues that consensus building in Switzerland facilitates access to the system because the tradition tries to incorporate challengers. In Chapter 6, I argue that this generalization does not apply to the woman suffrage movement, which was excluded from the consensus system. Nevertheless, the negative consequences of the consensus system cannot completely account for the slowness of suffrage because it cannot explain why Swiss suffrage organizations did not take advantage of other opportunities.
The most aggressive cantonal section was in Genève where suffrage activists successfully launched an initiative (later defeated at the polls) after suffrage motions failed in the cantonal parliament. Despite the increase in the activities and size of the Swiss suffrage organization, it remained weaker and less aggressive than its American counterpart. Many local Swiss women’s rights organizations were dependent on a few women leaders for survival. If these champions left an organization, the group often disbanded.
